Mission
The mission of the Lowell Regional Water Utility is to provide a sufficient supply of safe, potable water to the citizens and businesses of the City of Lowell and surrounding communities in order to ensure their health and safety in a cost effective manner, to ensure the highest water quality and purify some 4.7 billion gallons of water to over 135,000 customers while meeting all state and federal water quality compliance obligations. The personnel of the LRWU are DEP certified and consistently monitor daily water production, repair and maintain 215 miles of water main, 2,300 fire hydrants and approximately 26,000 water service connections.
Lowell Regional Water purifies more than 4.6 billion gallons (4,633,279,000) of drinking water delivering to approximately 135,000 residents and businesses in the communities of Lowell, Dracut, Tyngsboro, and Chelmsford.

Lead Service Line Inventory and Replacement Project (LSL)
The Lowell Regional Water Utility is continuously planning and implementing projects that support the long term quality of service and water quality that you deserve. This project aims to:
- Verify the materials of service lines to maintain a more comprehensive and accurate database;
- Provide you with this information via an interactive online map upon inventory completion; and
- Reduce lead in drinking water by removing lead infrastructure from the distribution system;
Please note that our system maintains an effective corrosion control program which keeps the lead concentration well below Mass DEP’s maximum contaminant level (MCL) of 0.015 ppm. Your participation is critical to the success of this project since our technicians will require access to the water meter area.
Lowell Cross-Connection Control Program (LCCCP)
To comply with the Massachusetts Department of Environmental Protection (Mass DEP), the LCCCP enforces 310 CMR 22.22 and the Lowell Cross-Connection Ordinance (Article II: Backflow Control and Cross-Connections). The LCCCP’s primary goal is to prevent potable water from mixing with non-potable water and backflowing through the potable water system. It is our responsibility to ensure that your potable water remains safe for consumption.
