About the Parking Structure
In January 2004, the Lowell City Council authorized municipal bond financing to design and construct a new 900-space parking structure to serve the Jackson/Appleton/Middlesex (JAM) Streets area. The project, to be located between Middlesex and Jackson Street, is currently being designed.
The completed structure will include retail storefronts, streetscaping improvements, and the expansion of Marston Street along the site. The garage is now under construction and is expected to open at the end of 2007. The JAM Parking Structure should act as a key public investment to stimulate continued private development in the JAM Urban Revitalization and Development Project area.
