    Based on your experiences and observations, what would you say are some of the most important citywide needs that Lowell should address with ARPA funding?

    Federal guidance for the use of the American Rescue Plan Act (ARPA) funds is specific, yet flexible. Below are the specific areas that have been identified as eligible uses for these funds.

    3. Providing premium pay for essential workers: offering additional support to those who have and will bear the greatest health risks because of their service in critical infrastructure sectors

    4. Investing in water and sewer infrastructure, and broadband infrastructure, making necessary investments to improve access to clean drinking water, support vital wastewater and Stormwater infrastructure (street and road repairs associated with these infrastructure projects are also eligible)
