Community Development

The Community Development Department is the planning agency for the City of Lowell. DPD includes three programs' divisions - Community Block Grant (CDBG), Emergency Solutions Grants (ESG), and HOME Investments Partnerships Program (HOME)- It works to enhance diversity of the city neighborhoods, preserve and create affordable housing, build environmentally sustainable neighborhoods. The Community Development Department receives funds from the US Department of Housing and Urban Development (HUD).
