Roadway and Sidewalk Management Program
The City of Lowell maintains a roadway network that includes accepted streets, sidewalks, and unaccepted roadways. Each year, the City allocates a combination of Chapter 90 state funds and local funding to support a citywide maintenance and preservation program for accepted roads and sidewalks.
The Engineering Department oversees this program and is responsible for:
- Evaluating pavement and sidewalk conditions
- Identifying priority locations for repair
- Selecting appropriate treatment methods
- Managing construction in the field
While full design plans might not be developed, City engineers provide daily oversight during construction to ensure work is performed to a consistent and high standard.
The City currently uses a Pavement Management program to create the list of streets to pave each year. The Pavement Management program assigns a Pavement Condition Index (PCI) to each street. The PCI ranges from 0-100 with higher numbers meaning better conditions. Please inquire at the City Engineering office for more information.
For a full overview of the selection criteria and process, please see chart below.
Additional tools and resources that support this process include:
- Road Surface Rating Map (PDF): RSR and repair category displayed by color
- Paving Selection Document (PDF)

Accepted vs. Unaccepted Streets
Not all streets in Lowell are officially accepted and maintained by the city. To understand the difference between accepted and unaccepted streets—and how a street can be accepted into the City's maintenance program—please refer to the following document:
- Procedure for Street Acceptance (PDF)This is a summary of the procedure to accept a street. With a new sub-division, this is easy to understand. However, there are many older streets that were never accepted by the City. This is a list of the work that must now be undertaken by city staff. The information is then submitted to the City Council for acceptance
Pavement List
Each year, the City of Lowell develops a prioritized list of streets selected for paving. Please see below for the past and current paving lists:
- 2025 Pavement Streets List – Streets scheduled for paving during the 2025 construction season
- 2026 Pavement Streets List – Streets scheduled for paving during the 2026 construction season
These lists are reviewed and updated regularly. For questions or suggestions, please contact the Engineering Department.

The City actively evaluates sidewalk conditions based on safety, accessibility, and usage. Repairs focus on tripping hazards, ADA compliance, and school or transit access.
If you’d like a sidewalk near your property to be evaluated, please contact the Engineering Department. The map below illustrates the locations and current conditions of sidewalks citywide, based on the latest sidewalk evaluation efforts
