Roadway and Sidewalk Management Program 

The City of Lowell maintains a roadway network that includes accepted streets, sidewalks, and unaccepted roadways. Each year, the City allocates a combination of Chapter 90 state funds and local funding to support a citywide maintenance and preservation program for accepted roads and sidewalks. 

The Engineering Department oversees this program and is responsible for: 

  • Evaluating pavement and sidewalk conditions 
  • Identifying priority locations for repair 
  • Selecting appropriate treatment methods 
  • Managing construction in the field 

While full design plans might not be developed, City engineers provide daily oversight during construction to ensure work is performed to a consistent and high standard.

The City currently uses a Pavement Management program to create the list of streets to pave each year. The Pavement Management program assigns a Pavement Condition Index (PCI) to each street. The PCI ranges from 0-100 with higher numbers meaning better conditions. Please inquire at the City Engineering office for more information.

Accepted vs. Unaccepted Streets  


Not all streets in Lowell are officially accepted and maintained by the city. To understand the difference between accepted and unaccepted streets—and how a street can be accepted into the City's maintenance program—please refer to the following document:

However, there are many older streets that were never accepted by the City. This is a list of the work that must now be undertaken by city staff. The information is then submitted to the City Council for acceptance
