Outdoor Restaurant and Retail (ORR) Permits

Outdoor dining and retail areas can be an attractive amenity. Since sidewalks and streets are in the public right of way, the City needs to review that outdoor dining designs are appropriate and safe. City staff are here to assist business owners with outdoor seating plans that are attractive to customers and residents.

In this yearly application, the business must provide a detailed explanation of the design of the proposed outdoor seating or retail installation. This includes the dimensions, number of seats and tables, and pictures of the menu, furniture, and site plan. Each business can choose to either erect a "streatery" in an on-street parking space, or simply utilize the sidewalk in a way that does not impede pedestrian traffic.

After review by Development Services, ORR applications may also be reviewed by Economic Development, Historic Board, Health, Public Works, and Fire Departments. Following a successful ORR permit application, a business must obtain License Commission approval if it plans to serve alcohol in the new seating area. After acquiring all necessary permits and approvals, the business may receive City jersey barriers and request to have them painted.

ORR permits must be renewed annually to assure that seating installations remain in compliance and are adequately maintained.
