The Human Relations Office oversees and coordinates all employee related matters for the City of Lowell, including employment opportunities and benefits.

2025-2026 FY26 ANNUAL OPEN ENROLLMENT

 APRIL 2, 2025 to MAY 1, 2025

This is your annual opportunity to enroll, disenroll, make changes to plans, and add/remove dependents to your benefits.  Plan is effective July 1, 2025.

Can I use MyGICLink Member Benefits Portal for Annual Enrollment to change my plan?

  • Enrollment/change forms can also be submitted in person or via email: HRBenefits@lowellma.gov 
I don't see the option to enroll in Dental/ Vision on the MyGICLink Portal. How can I enroll in Dental/Vision?
  • Dental and Vision enrollment and plan change forms should be submitted directly to the Human Relations Office. We do not participate in the dental and vision plans offered through the GIC.  The City has our own plans offered by Delta Dental and EyeMed Vision
  • Email forms to:  HRBenefits@lowellma.gov
OPEN ENROLLMENT IMPORTANT NOTES
Existing Members: If you wish to keep your same medical/dental plan, no action is required
If adding a spouse to medical/dental a copy of the marriage certificate is required
If adding a dependent to medical/dental a copy of the birth certificate is required
School Dept employees enrolling for the first time will need to obtain a Benefit Eligibility Form from the School Dept HR Office
All changes become effective July 1st
Deductions begin the first week of June
Be sure to check your deductions on your payroll checks for accuracy. Any discrepancies should be immediately reported to HR-City Hall
