Flexible Spending Account (FSA)

Program Details

The City of Lowell participates in the IRS governed Medical Flexible Spending Account and Dependent Care Flexible Spending Account programs, which allow you to set aside up to a specific amount of pre-tax dollars from your paycheck to pay for expenses not covered by your insurance (Medical), or to assist people with children in daycare or parents that require elder care (Dependent). Up to $610 in unused Health Care FSA monies can be rolled over to the next plan year if you re- enroll!


Benefit Administration

Flexible Spending Account benefits are administered through the Cafeteria Plan Advisors, Inc. (CPA) .The following information will assist you with your Flexible Spending Account benefits, but please refer to the CPA website for the most up-to-date information!

  • FSA Health Care Eligible Expenses - Eligible Expenses Summary of Health Care FSA eligible and ineligible expenses. For a complete listing, please contact CPA. 
  • FSA Overview - Brief overview the current benefit year including health care and dependent care information. 
  • FSA Dependent Care Claim Form- Use this form to submit a Dependent Care Claim

How to Enroll

New members must submit a completed FSA Enrollment Form for New Enrollees to the Human Relations Office in City Hall within 30 days of employment, qualifying event or during open enrollment.

Current/existing members must re-enroll through the online portal during the open enrollment period. Please refer to the online enrollment instructions
