About Us/Duties of Transportation Engineer


The Transportation Engineer strives to make transportation conditions safer and more efficient for all modes of transportation,including vehicles, pedestrians, bicyclists and buses/transit.

The duties of the Transportation Engineer (TE) within the Department of Planning and Development (DPD) include management of the City's overall transportation needs including developing needed regulatory ordinances for City Council approval, and annual Pavement Marking program, traffic signal operations, and responding to traffic motions, petitions, calls and letters from residents, businesses and local officials. Additionally, the TE conducts site plan reviews for traffic issues for proposed projects before the Planning Board and Zoning Board.  The TE is also responsible for approving all Traffic Management Plans (TMPs) for any road/lane closures related to Citywork, site development and roadway and bridge projects, as well as managing the selection and placement of all traffic signs and pavement markings on city-owned streets in the City of Lowell.  


The following services are performed by the Transportation Engineer:


·        Engineering- Traffic signal retiming, traffic sign placement, pavement markings, trafficand parking regulations, traffic studies, traffic data collection, site investigations and traffic study data collection.


·        Planning- Including site plan/subdivision review, general planning studies, and data management.


·        Road Closures - Issuance of street closing permits for construction and specialevents. Development and review of Traffic Management Plans (TMPs).
